Article 19a
Article 19a of the EPBD Directive 2018/844/EU required the European Commission to conduct a feasibility study to identify the need, possibilities and timeline for introducing EU provisions related to the following two new aspects:
- the inspection of stand-alone ventilation systems and
- an optional building renovation passport
The feasibility study was contracted to a consortium formed by INIVE and BPIE who, together with a broad range of experts in the required fields, have provided technical support to the Directorate-General for Energy of the European Commission.
The tasks to be carried out within the feasibility study were:
TASK 1 Review of regulations, guidelines and standards on the inspection of stand-alone ventilation systems.
TASK 2 Analysis of the relevance, feasibility and possible scope of measures at EU-level for the inspection of stand-alone ventilation systems.
TASK 3 Selection of policy options for inspections of stand-alone ventilation systems and analysis of related potential impacts.
TASK 4 Review of building renovation passports and related schemes and initiatives at EU, National and regional level.
TASK 5 Analysis of the relevance, feasibility and possible scope of measures at EU-level for the promotion of building renovation passports.
TASK 6 Selection of policy options for building renovation passports and analysis of related potential impacts.
TASK 7 Stakeholder consultation and study website.
INIVE led the topic “Inspections of stand-alone ventilation systems (tasks 1 to 3)” , while BPIE led the topic “Optional building renovation passport (tasks 4 to 6)” . Stakeholder consultation (task 7) was led by INIVE.
The feasibility study was coordinated by INIVE EEIG and run from 18 December 2018 until 17 December 2019.
